1. In a free society, the taxes are used as the people see fit to promote and pay for their agenda for their country.  In a non-free state the taxes are used as the leader chooses. In either society the force to make people pay taxes comes from the root of all political power, physical violence (or coercion). The people collectively give that right to a government in a democracy. In a dictatorship or other government not of the people, it is imposed on the subjects.
