George W. Bush satisfies all these five criteria.
* is an absolute ruler of a sovereign state;
**Bush can do anything he want, thanks to the PATRIOT Act and his veto
* governs outside the otherwise accepted rule of law;
**Guantánamo Bay (locking up unconvicted alleged "terrorists" and torturing them because the area doesn't legally belong to the US and thus the basic human rights don't apply there)
* commonly (but not necessarily) gained power through fraud or a coup d'état, or resorts to them to stay in power;
**The [http://en.wikipedia.org/wiki/United_States_presidential_election,_2000|2000 elections] clearly weren't fair...
* may develop a cult of personality;
