In ''ASARCO Inc. v. Kadish'', 490 U.S. 605 (1989), the [[U.S. Supreme Court]] restated the [[Rooker-Feldman doctrine]] that 28 U. S. C. § 1257 ordinarily bars direct review in the lower federal courts of a decision reached by the highest state court, because such authority is vested solely in the [[U.S. Supreme Court]]. See ''District of Columbia Court of Appeals v. Feldman'', 460 U.S. 462 (1983); ''Atlantic Coast Line R. Co. v. Locomotive Engineers'', 398 U.S. 281, 296 (1970); ''Rooker v. Fidelity Trust Co.'', 263 U.S. 413, 415-416 (1923).
