:Well not necessarily; Palestine, while an Arab league member, is not a UN member. And I believe if you consult the CIA World Fact Book you may find perhaps two more instances of entities or regimes claiming nation-state status, some may even have recognition from some UN members, who like Palestine are not UN members.
