Weapons of Mass Destruction are weapons designed to kill a large number of people that are either civilians or military.
One can argue that the earliest weapon of Mass Destruction was the Israelite Samson, who was the instrument of God in killing a large number of the various Canaanite tribes (Judges).
Overall it is important to remember that Weapons of Mass Destruction can be good in the right hands. Whereas a rogue dictator such as the late [[Saddam Hussein]] was inappropriate to create and stockpile nuclear weapons, a more stable state that does not threaten international order should be able to use Weapons of Mass Destruction peacefully.
