:: Andy, could you clarify what you mean by "dependency"?  Dependency in what areas?  Social services (which I'd suggest has no connection)?  Health services (ditto)?  Or security/self defence?  In the latter case, the population was always dependent on the police anyway, as very few carried guns as a matter of course.  It still seems to be drawing a very long bow.  [[User:Philip J.
