In August 2006 Conyers issued a report, ''The Constitution in Crisis: The Downing Street Minutes and Deception, Manipulation, Torture, Retributions and Cover-ups in the Iraq War'', that called for the censure of President [[George W. Bush]] and Vice President [[Dick Cheney]] over intellegence failures in the run up to the Iraq War, and reports of torture during the conduct of the war.  His views in this area are considered to be partisan and have received little support outside of his political party and only moderate support within it.
