:The government of California has said they will not enforce it, but to have it on the books begs a time when the government may not be as friendly and could decide to crack down. They didn't allow homeschooling per se, but did it's equivalent by saying a special license was necessary to teach. Since homeschoolers score higher on standardized tests than their public school counterparts, it is especially troubling to see efforts made to curtail it.
