Many Washington think-tanks, and neo-cons such as Paul Wolfowitz, have combined this theory which states that legitimate democracies don't go to war with one another with a penchant for strong, technocratic central leadership. A criticism of ne-conservatism in foreign policy is that the reliance on the forceful imposition of democracy by exceedingy strong and unchallengeable leadership goes against the tenets of democracy itself.
