The '''Works Progress Administration''' (WPA) was not created by any Congressional Appropriation or law.  It was created by Executive Order in 1935 by President [[Franklin Roosevelt]] as part of the [[New Deal]] supposedly for relief efforts during the [[Great Depression]].
