This strikes me as a bit odd. Perhaps my public school system was more conservative than most, but we most certainly were taught that deceit was wrong. In an academic setting, that of course took the form of bans on plagiarism and cheating, which were expressly forbidden, as I imagine they are at most any public school. I would also think that some public schools have honor codes, much like the liberal elite universities all do, that stress honesty and integrity.
