YES- they ABSOLUTELY can be that strict, seeing it is their land... it would be one thing if the puritans, without warning, just went and killed the people of different religions that they did not agree with.  but, they gave them a fare change to leave, and they warned them that if they came back that they would be killed... this is absolutely fair... also, today, if someone kept persisting and coming back, you would call the police and have them arrested. there was no police then; they had to deal with the problems themselves.  there was no "jail"... the puritans did what they felt was right, and with fair cause, seeing that they warned them.
