:: Actually, it's probably because the No Child Left Behind Act. The NCLBA forces teachers to teach to the test instead of the subject matter. Schools that don't meet the requirements loose funding and find themselves in financial holes that are kind of hard to get out of (that was an understatement). It also forces schools to reduce funding in the science arts in favor of basic skills. While the basic skills are important, the sciences and arts are absolutely paramount to society.
