I think it's a question of what we, having won the spanish american war, would do with the people of the Philippines. Would we let them go free, or would we become a colonial power in place of spain? And I think the view point of the cartoonist is to become a colonial power over the people. In the cartoon its shows a man (probably McKinley) hold a boy from the Philippines over a cliff. I think maybe the cartoonist was in favor of the idea that we would be in power over theses people.
