Sarah Palin was the mayor of Wasilla at the time when the city passed legislation that stopped the practice of providing women who were victims of [[rape]] with free rape exams.  Women are still able to obtain rape exams for a fee that they have the option of paying for out of pocket.  Police require a rape exam, which collects DNA evidence and medical information from rape victims, to proceed with criminal investigations pertaining to rape.  Women who cannot pay for rape exams therefore became unable to prosecute rapists.
