'Insiders' can be elected politicians, such as members of [[Congress], but also include public servants, special advisers and their staff, [[lobbyist]]s, [[journalist]]s, publicists and representatives of [[NGO]]s. Washington insiders need not reside in the capital itself, but most of them live 'inside the [[Beltway]]'.
