Watch the clip. There is a noticeable pause before he says, "Pearl Harbor". Do you suppose he was wondering if his notes were correct? Maybe someone in his staff inserted the bomb phrase without his knowledge.
We all know that politicians employ speech writers. Maybe he didn't study the speech beforehand, looking for errors.
I wonder what Ronald Reagan would have done if he saw an error in a prepared text he was reading from. I know what I would do. I would say, "Hm, there seems to be an error in my notes. Give me a moment, please."
