7. Please interpret and explain the cartoon, including an estimate of its date. (It was published by a paper in New Jersey years ago.)  I can’t quite put my finger on the date of this one (maybe the mid 80s?), but I can tell you that this cartoon encompasses the House and Senate “giving” the President more power to dictate.  But there is a problem; they made that stick way too big.  I also like how it alludes to T.R.’s Big Stick quote.
