However public schools (in the American sense, ie state sponsored and controlled schools) have existed for centuries in other countries. :::Universal education has been provided from public funds in Scotland since about 1570. England caught up with the Education Act in 1870 and many towns and villages, including the one I live in, have state schools which are much older than that (early 19th century in our case). So as J00ni says, this statement is specific to the USA.
