What reason do you have to think that they did not? We would surely disagree with any ancient people (not just the Romans) about whether certain ideas are true or false, but that would not mean that the people did not understand the ''concept'' of truth. I don't know what the literacy level is in the USA but let's guess at 98-99%. In ancient Greece, the people who were able to read were free, male city dwellers - and by no means all of them.
