Oh, a representative government can be set up easily enough. The problem is that in a democracy, people will vote for who they want to rule them. And in a highly devout Muslim, what the people want to rule them is a group of very religious muslims who are completly and openly dedicated to upholding the princibles of the Koran. That is, oppressive theocrats who want woman to be covered and banned from education, think infidels should be killed on sight and have the long-term objective of taking over the world with an Islamic Superstate.
