(it's called "war socialism") Note that American conservatives all supported the "war socialism" in the USA--and for example Milton Friedman was a key player in setting it up. Before the war German economic controls were not especially elaborate except regarding Jews. The key issue I think for this article is the role of business and labor. The Russians destroyed ALL businesses and the Germans kept them, and indeed before 1942 the businessmen made most of the business.
