'''Robert M. Groves''' is a liberal professor from the University of Michigan. President Obama has chosen him to direct the 2010 census.

Groves was previously involved with the census bureau from 1990 to 1992, where he was associate director of statistical design. Favoring the use of sampling in the census, Groves direction of the census may be unconstitutional under the [[Actual Enumeration]] requirement of Article I.

"This is an incredibly troubling selection that contradicts the administration’s assurances that the census process would not be used to advance an ulterior political agenda," said Rep. Darrell Issa, R-Calif., the top Republican on the House Oversight and Government Reform Committee.<ref>http://www.breitbart.com/article.php?id=D97AG7201&show_article=1&catnum=0</ref>
