Surely the answer to this question is self-evident. Conservative is a relative term as is liberal. To put it simply, conservatives exist because liberals do. If everyone had exactly the same views on all issues then there would be no need for a word to describe them. Although as the usage here implies, they are now used as set terms to describe a set of views, it must be remembered that there is a spectrum of political views.
