Bar Mitzvah means son of the commandments, Bat Mitzvah means daughter of the Commandments. Technically, when a boy turns 13, he becomes Bar Mitzvah, a man, responsible for the commandments. There is often a ceremony to celebrate the child becoming Bar Mitzvah, however the ceremony is not called a Bar Mitzvah as the article says.
