President Obama made a decision to have the director of the U.S. Census Bureau work directly with the White House, a move in advance of the 2010 census that will determine redistricting of congressional seats.

The Census is used to redraw district lines for elected seats in Congress and state legislatures. Efforts were made by the [[Bill Clinton|Clinton administration]] after the 2000 Census to adjust the totals for states and cities using statistical sampling and computer models.
