A '''popularity contest''' is a contest to see who is more [[popular]].  A lot of times in politics and other similar forums, they say "this is not a popularity contest" because it isn't.  It doesn't matter how popular someone is (like Obama), it matters how good someone is (like McCain).  Skills and intelligence don't make you popular, but they keep the world running.  Leave the popularity for the beauty contests and pop stars, who don't have REAL jobs.

A '''popularity contest''' is a contest to see who is more [[popular]].  When used in reference to a political election, it refers to the affect that "likability" may have on voters judgment, in some situations, causing some voters to choose a more charismatic candidate over somebody more qualified.
