America can be thought of as the best of the public. The framers came together as a group, not as experts but to represent the colonists. The nations articles of confederation were crafted in such a way that describes authentic representation, public servants, elected by the public, serving the needs of the public and not themselves. I could've sworn I'd included our democratic republic as an outstanding example of "best of the public"--as opposed to the European ideal of "expert" hereditary nobility, or the mobocracy of pure democracy.
