: It wasn't Bush's claim, I don't think. It was a military sign. The obvious meaning was that the USA won the Battle of Baghdad. It did not mean "war over" or "all problems solved". The word "mission" doesn't mean the whole war, just an operation within the war. So I say that both of Ed's interpretations are wrong and contrary to plain english.
