It was initially headed by [[Prince Lvov]], a relative of the [[Tsar]], and consisted of members such as [[Paul Miliukov]], [[Alexander Guchkov]], [[Alexei Brusilov]], and [[Alexander Kerensky]].
In July 1917, Lvov's refusal to pull out of the [[First World War]] made him unpopular with the people, so he was replaced by Kerensky, who was popular due to his political past.
In November 1917, the [[Bolsheviks]] seized power, and ousted the Provisional Government.
