This is mostly due to 12% of Ontarians living in the remote sub-arctic wasteland known as "Northern Ontario." Many doctors do not want to go into these remote areas and new policies are needed to encourage them to go there, although we make it seem like it's because Canada's healthcare system is horribly flawed down to its core.
Most of the blame for the current state of affairs has been placed on successive government mismanagement. This represents a failure of the federal government to properly regulate the level of service being offered in the provinces. People regularly have to wait between four and eight months for surgeries.
