Velasco studied with [[Eugenio Landesio]]. He entered the art academy of San Carlos in 1858. His paintings, won first place at the [[Paris]] exposition (1889). He also received the gold medal of the National Expositions of Bellas Artes in 1874 and 1876, and the gold medal of the Philadelphia's International Exposition in 1876.
