It seems to have been almost 3 years since the 'citation needed' tag was added to the statement "there is strong evidence that recipients are chosen in a biased manner".

Has such a citation ever been found?  If not should the statement not be removed.  I believe 3 years is easily enough time to be able to find supporting evidence to a claim.  [[User:JoshJGordon|JoshJGordon]] 09:03, 20 August 2010 (EDT)
