As secession is not outlawed by the Constitution and the Tenth Amendment says “The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively”.  The Sixth Article of the Constitution states that the Constitution is the supreme law of the land and therefore it is illegal for a state to nullify a law.
