The board of the University of Michigan is elected in state wide elections. You would say the government of michigan is state run, right?--[[User:MorrisF|MorrisF]] 16:34, 17 August 2011 (EDT)

Neither the state nor the board play a role in determining academic standards. The University does that independently, ergo, the university is not state run.
Speaking in terms of academic standards, the state determines academic standards for homeschooling...one could make the argument that homeschooled high school is more state-run than the University of Michigan.
