It should still be titled "Hurricane Irene", as any storm that reaches Hurricane status is called a hurricane for eternity. It will go down as Hurricane Irene, in the same way that every hurricane is recorded as a hurricane, not the tropical storm all hurricanes eventually dissipate to. By this logic, shouldn't we refer to any former President as "Ex-President" in all cases, even though convention tells us to formally refer to them as "President"?
