This is still an issue of semantics. Whether a state is complicit in acts that would be viewed as terrorism (therefore rendering it not an act of terrorism) or whether it "merely" supports their aims and provides a haven, it makes little difference in the end. --[[User:Fingermouse|Fingermouse]] 18:09, 10 April 2007 (EDT)
