The difference between a MIRV and a MARV is, the independently targeted re-entry vehicles (for instance, the 36 MIRVs released in the Oreshnik), can also be manipulated to avoid a barrage from a missile defense system and steered to a target. IOWs, each independent warhead likely has its own motor or rocket system.
