Needs clarification

This page needs some clarification. First it states that the one child policy applies only to urban families, and then it says that due to one-child policies rural families are more likely to abort girls in order to have a male heir. Why would this happen if the one-child law does not apply in rural areas as the article says? I think the truth is that the rural exemption is not as all-encompassing as the article suggest DenisTR 14:45, 24 August 2011 (EDT)
