Texas special session July 2025

The Texas special session July 2025 was called by Texas Gov. Greg Abbott to address the regulation of THC products in Texas. The final agenda for this session, which begins at noon on Monday, July 21 (but Dems may try to frustrate a quorum) includes 18 items as announced by Gov. Abbott on July 9, including legislation to improve early warning systems for flooding.[1]

As reported by KHOU in Texas:

“ Abbott called the special session after vetoing Senate Bill 3, which would have banned THC products like Delta-8 and Delta-9 across the state. Instead of an outright ban, Abbott wants lawmakers to focus on regulating these products, a decision welcomed by veterans’ groups and small businesses who rely on the sale of hemp-derived products.

But [Lt. Gov. Dan Patrick] wasn’t pleased. He publicly criticized the veto on social media and reinforced his stance at a press conference, signaling a deeper divide within the Texas GOP.[2]

The list of legislation vetoed by Gov. Abbott that may be a topic of this special session was identified by him on June 23 as follows (which was subsequently expanded ever further as indicated by the "See also" link below):[3]

“ *Senate Bill 3: Relating to the regulation of products derived from hemp, including consumable hemp products and the hemp-derived cannabinoids contained in those products.
  • Senate Bill 648: Relating to recording requirements for certain instruments concerning real property.
  • Senate Bill 1253: Relating to impact and production fees for certain water projects and to the regulation of certain wells; authorizing a fee.
  • Senate Bill 1278: Relating to an affirmative defense to prosecution for victims of trafficking of persons or compelling prostitution.
  • Senate Bill 1758: Relating to the operation of a cement kiln and the production of aggregates near a semiconductor wafer manufacturing facility.
  • Senate Bill 2878: Relating to the operation and administration of and practices and procedures related to proceedings in the judicial branch of state government.
