*It's not just the big attacks that make the international news. There are smaller incidents all the time. France has been under siege since the Charlie Hebdo attack in January. If the best he can do is twenty bombs on an ISIS training camp, Hollande may want to pull out the prayer rugs and start figuring out which direction Mecca is.
