Harris County is the largest county by population in the state of Texas. It is the county seat of Houston. It is a very liberal county, with most of its state representatives and U.S. representatives being Democrats. Houston, once being the largest city with Republican mayor, became very liberal, thus making Harris County a more Democrat-favoring area, despite the strong leanings of the Republican Party outside the city area, especially around the edge of the county.
