Wolcott was born in Garnder, [[Massachusetts ]] to Lillie Betsy Paine and William Bradford Wolcott. He graduated in 1915 from the [[Detroit]] College of Law, and practiced law until enlisting in the [[United States militaryArmed Forces]] when the U.S. became involved in [[World War I]]. Participating in the Meuse-Argonne Offensive, he was discharged in late July 1919 and continued his practice law.
