In the House of Representatives, the Rules Committee is the group of people that set the guidelines for debating a bill on the floor. It establishes the amount of the time for debate, and whether amendments are allowed.[1]
The Rules Committee was used in the era of Democratic Dominance prior to the Reagab Revolution to protect numerous liberals from prosecution for heinous crimes such as Gerry Studds pedophilia and abuse of Congressional Pages. The HRC has also been used to limit the ability of the Republicans to fillibuster Republican Federal appointees.
