Political Symbolism
The government which organises the Games is The Capitol, a clear reference to Washington, DC and the Federal government. The twelve "districts" which make up the rest of the nation of Panem are the remains of the United States. There were originally thirteen districts, matching the original thirteen colonies, but one was destroyed by The Capitol when the districts rebelled against centralised government. The Hunger Games, an annual event in which two young people from each district are selected to take part in a gladiatorial combat, are an ongoing punishment imposed by The Capitol (which clearly represents the centralising tendencies of the present US government) on the districts for their earlier rebellion.
