The Consolidated Omnibus Budget Reconciliation Act of 1986 ("COBRA") is a federal law that requires administrators of insurance plans, such as employers, to notify covered employees and their beneficiaries of their right to choose to continue their health insurance coverage when a "qualifying event" occurs. A "qualifying event" is a termination in employment (unless for "gross misconduct") or a reduction in hours that causes the loss of insurance coverage.
COBRA notice must typically be given within 44 days of the qualifying event.
