Those issues aside, I don't know anything about him, and can find only a little information about him elsewhere online. It doesn't seem to be a made-up topic, but almost everything about him is written in Spanish, so I can't verify accuracy. Since we don't have a specific "notability" policy, and this page does seem to be composed of original content, I probably would just improve it and leave it be. However, it could be that this is a promotion attempt, in which case it warrants deletion. I just don't know for sure, so I am hesitant to wipe it out.
