:Good question. I don't know much about him, so I don't know if I'm really qualified to answer. From the small amount of mainsteam information I've seen about him, it sounds like "Officeholder" might be more accurate, '''but''' mainstream sources notoriously like to slant their writings, so I can't say for sure. A quick web search tells me that he supposedly sat on a three-man "Revolutionary Council" which would imply he wasn't a dictator, but his actions might say otherwise. I also see a reference to him "being elected" prime minister. I don't know if that was a fair election, or a typical banana-republic "election" when he was guaranteed to "win".
