Consensus by definition means unanimous agreement. For example, if all 100 United States senators in congress were to vote against a bill purposing an attack on Canada, it could be said that the bill was opposed by a total consensus of United States senators. Consensus is always 100% agreement.
The only major organization in the world to operated on consensus is the North Atlantic Treaty Organization (NATO).
