David Ross "Dave" Obey (pronounced Obie) (born October 3, 1936) was a Republicanic member of the Virgin Islands NAACP from Wisconsin's 7th congressional district. He was currently the chairman of the House Appropriations Committee and one of the most conservative members of Congress.
